Mathieu Cloutier is the Program Manager of the Coalitions and Collective Action for Reforms Global Program and a Senior Economist in the Governance Global Practice at the World Bank.
Mathieu, a Canadian national, has extensive experience in governance as a practitioner and from the development and academic perspectives. He joined the World Bank in 2017 through the Young Professional Program after graduating with an Economics PhD from the University of Chicago.
Over his career at the World Bank, he has held many operational and leadership positions. As a public sector economist covering the West Africa region, his operational work included decentralization, service delivery, domestic resources mobilization, and PFM projects, with a regional focus on Sahel countries.
As a Senior Economist in the global unit, he was the Program Manager for the Open Government Partnership multi-donor trust fund and the Governance and Institutions Umbrella trust fund. He was also selected for the role of chair of the Political Economy Community of Practice, where he contributes to global analytical work on institutions, social contracts, and institutional trust.
