Matthew Stephenson is a consultant with the Investment and Competition unit in the Macroeconomics, Trade, and Investment Global Practice of the World Bank Group, where he leads the work on outward foreign direct investment (OFDI). He has published several peer-reviewed articles or book chapters, including “OFDI and Development: Policy Considerations for Leveraging a New Pathway for Growth”. He is also a member of the T20’s Task Force on Trade, Investment, and Tax Cooperation, providing policy analysis and recommendations to the G20. He previously worked for the Organisation for Economic Co-operation and Development (OECD) Secretariat, the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), and the U.S. Department of State, where he was a diplomat for seven years focusing on investment policy and economic reforms in Afghanistan, Indonesia, Iraq, Turkey, and the Middle East and North Africa region. He holds a PhD in International Political Economy from the Graduate Institute of International and Development Studies in Geneva, was a visiting doctoral scholar for a year at Peking University, and received a Masters in Public Policy from the Harvard Kennedy School and a Bachelors in Philosophy, Politics, and Economics from Oxford University.
