Mercedes Gutierrez is a Senior Railway Specialist with the Europe and Central Asia infrastructure team. With a Master of Science in Civil Engineering, she has over two decades of experience in developing resilient and sustainable transport infrastructure, primarily focusing on the railway sector across both EU and non-EU countries. She has led high-level programs and projects across strategy, planning, governance, sustainable finance, technical assistance, and monitoring within both the public and private sectors.
Before joining the World Bank, she served as the Head of Asset Management and Infrastructure at the International Union of Railways (UIC) and was an EU expert for railway projects. Her earlier roles include a senior program manager at Adif (Spanish Railway Infrastructure Manager) and an engineer specialized in rail and road projects at the European Investment Bank (EIB). In the private sector, she worked as a project manager officer and transport consultant.
