Ms. ZHAO, Min is senior economist of the Global Governance Practice at the World Bank stationed at Beijing. She led the first two Subnational Fiscal Sustainability Development Policy Lending Projects and the first Poverty Reduction Program for Result Lending in China. She was the coauthor of the books “China 2030: Building a Modern, Harmonious, and Creative Society”, and “Urban China: Toward Efficient, Inclusive and Sustainability Urbanization”，the author of the World Bank reports “Medium-term Fiscal Framework for Shanghai”, “Regional Impact of China’s WTO Accession”, “China Foreign Capital Utilization：Strategy and Prospect”, and “China’s New Trade Issues in the Post-WTO Era”. Recently she devotes herself to the policy advisory operation on public sector performance and institution, sub-national government finance, debt management, and regional development, and is leading a lending operation to support Hunan Province strengthening its fiscal systems.
Ms. Zhao holds a Ph.D. in Development Economics from Japan National Graduate Institute for Policy Studies. Before joining the World Bank, she was an economist at IMF Resident Representative Office in Beijing during the period from 1995 to 1997, and worked for the State Administration of Foreign Exchange of P.R. China for many years, and was a member of the task force on International Financial Risk of People’s Bank of China during the Asian financial crises period.
