Moatez is leading the World Bank’s governance trust fund project portfolio in Tunisia. This involves delivering a technical assistance package to the Tunisian government in six key areas: (i) digitizing the public sector, (ii) mainstreaming open data approaches, (iii) modernizing civil service, (iv) strengthening center of government mechanisms, (v) supporting public financial management reforms, and (vi) advancing subnational governance and decentralization initiatives.

Most recently, he led the design and implementation of Tunisia’s first high-performance Delivery Unit, a project aiming to accelerate and optimize the implementation of the government’s top priorities, including wage bill and investment climate reforms.

Prior to his assignment with the World Bank, Moatez was able to draw upon several years of professional experience in the development and humanitarian sector, including with the United Nations and private development companies. His background also includes developing technical proposals for large-scale EU and World Bank-funded projects in the sectors of decentralization and public financial management.

Moatez holds an MPA in Public Administration and Management from University College London (UCL) and a Master's in Public Policy and Philosophy from the London School of Economics and Political Science (LSE). He is fluent in French, English, Arabic, and German.
