Monica is a specialist at Deltares, an advisor to Netherlands Ministry of Infrastructure and Water Management, and a partner at NOW Partners. With 18 years of global experience in public-private partnerships (PPPs), she is a multidisciplinary leader who has advised governments on how to catalyze private sector investments in infrastructure, water, and climate adaptation.
Monica applies the economics of infrastructure and systems engineering to analyze the institutional framework for infrastructure finance and facilitate complex multiparty financing. Her work aims at making water security and adaptation financially feasible for developing countries.
She is a member of the Steering Committee of the World Association of PPP Units and Professionals (WAPPP), the World Economic Forum's Infrastructure 4.0 Initiative, and the OECD Roundtable on Financing Water. She holds a PhD in Economics of Infrastructures and a MSc in Systems Engineering, Policy Analysis and Management from Delft University of Technology.
