Mykhailo Koltsov is a Senior Data Consultant with the Digital Development Global Practice at the World Bank Group. He focuses on assessing the quality of ICT infrastructure using data analysis methods and algorithms for combining different data sources. Examples of projects include evaluating the quality of high-speed internet coverage of social infrastructure facilities in Ukraine, which allowed the government to plan its digital development strategy.
Before joining the World Bank team, he worked at the Ministry of Digital Transformation of Ukraine and at think tanks that developed evidence-based policy strategies. He also lectured at the National University of Kyiv-Mohyla Academy (Kyiv, Ukraine).
Mykhailo is fluent in Ukrainian, English, and Russian. He has extensive experience with Python, R, Go, and software such as Google DataStudio, Stata, and Tableau. He holds a Ph.D. in History of Philosophy.
