Nay Constantine is a legal and policy expert at the World Bank, specializing in digital regulations. She leads the Digital Protection workstream within the Digital Transformation Global Department, focusing on developing and operationalizing global best practices in data protection, digital ID, trust services, and e-government.

Her work spans multiple legal and regulatory domains, supporting legislative reforms across regions, including the Maldives, Lebanon, Jordan, Cameroon, and the Central African Republic. She has played a key role in modernizing civil registration systems, strengthening data protection laws, and shaping legal frameworks for e-signatures and cybercrime.

Beyond her advisory work, Nay has been actively involved in global convening initiatives to enhance digital governance and promote secure, inclusive digital transformation.

Prior to joining the World Bank, she worked in the private sector in Paris, including at Jones Day and in the tech industry at Amazon. She holds an LL.M. from Harvard Law School, a Master’s in Private Law from Université Paris II, and a BA in Law from Université Saint Joseph. She is admitted to the New York and Beirut Bars and is fluent in French, Arabic, and English.
