Niccolò Comini

Senior Digital Development Specialist

Niccolò Comini is a Senior Digital Specialist at the World Bank where he leads digital transformation initiatives across Latin America. He advises governments on telecommunications policy, digital and data infrastructure, and AI adoption, serving as the focal point for engagement in several countries. He has led the design and implementation of major digital investment programs, including large-scale projects in Argentina, Mexico, and Peru. His work focuses on leveraging technology to drive economic development, inclusion, and institutional modernization. Prior to his current role, he served as an Economist in the Chief Economist’s Office of the World Bank’s Infrastructure Vice Presidency, where he contributed to analytical work on data infrastructure and digital economy policy.

Earlier in his career, he worked at the OECD in Mexico City and Paris as a competition expert and held positions in the Chief Economist’s Department of the U.K. Financial Conduct Authority and the Economic Consulting team of Deloitte in London.

Niccolò has authored multiple publications on competition policy, connectivity, and digital development. He holds an MSc in Competition and Market Regulation from the Barcelona School of Economics and an M.A. in Law and Economics from the University of Bologna. He is fluent in Italian, English, and Spanish.
