Noël Muller, a French national, is a Consultant Economist working on human development. He is based in Santa Marta, Colombia. His research and policy advice mainly focus on the formation and role of people’s aspirations and socioemotional skills and the education and employment policies that foster them. His work has spanned Colombia, other Latin American countries, and countries in Eastern Europe and Southeast Asia.
He has worked for the World Bank since 2013 and was based in Washington, DC, in 2013-17. Previously, he worked two years for the OECD Development Centre in Paris.
