Governance Consultant

Norma Garza is a Governance Consultant at the World Bank, where she works with the Open Contracting team at the Governance Global Practice and with the Energy and Extractives Global Practice. Since 2011, she has supported countries from different regions with their adoption of open contracting practices, including the development of in-country multi-stakeholder coalitions to strengthen civil society participation in public contracting. Norma also provides strategic guidance to World Bank programs on their knowledge and learning agendas, specializing in the design of innovative mechanisms that facilitate knowledge exchange, such as online competitions, booksprints and apprenticeship programs. She manages GOXI- the largest extractives governance global community of practice-, and has led the development of several publications, including: Big Data Innovation Challenge, Open Contracting Guide for Practitioners, Procurement Innovation Challenge, and the Procurement for Complex Situations Challenge.  Before joining the World Bank, she was Member Services Coordinator at Impact Alliance, managing the network for five years. Norma has previously worked for the Mexican and US Congress, and for international NGOs such as the Open Government Partnership, Global Integrity, the Open Contracting Partnership and Pact. Norma is a certified Knowledge Manager by KM Institute and majored in International Relations from Universidad Iberoamericana in her home city of Mexico City.
