Oceane Keou is a Senior Transport Specialist now in the Western and Central Africa region. A French national, Oceane joined the World Bank in 2013 in the Europe and Central Asia region. She has since been leading the preparation and implementation of lending operations and advisory engagements, focusing on promoting green resilient transport and trade connectivity along major corridors and in rural areas in South Asia. As a Climate Focal Point, she supports the Transport GP on climate-resilient transport development strategies. Prior to joining the Bank, Oceane worked for the Rudin Center and the United Nations Secretariat focusing on transport planning and performance management systems, as well as for the French Ministry of Sustainable Development in Paris. She holds a Master of Civil Engineering and Planning from the French Ecole Nationale des Travaux Publics de l’Etat, and an MPA in International Development Policy and Management from New York University.
