Olena is a Health Economist based in Kyiv country office. She joined the Bank in 2015. Olena has an MSc in Health Policy, Economics and Management and a PhD in Public Administration. She leads programs in Ukraine and Belarus, supporting development of country health systems through implementation of investment projects and technical assistance, and supports teams in ECA. In Ukraine, she coordinates implementation of a large “Serving People, Improving Health” Project, which helps the country implement historical health reforms, develop primary care and modernize acute care delivery. The “Serving People, Improving Health” project, which started in 2015, is working directly with 8 regions of Ukraine, which all invest in improvement of care for people with cardio-vascular diseases and cancers. The project has already shown positive changes in services delivery of care at all levels, accompanied with improvements of efficiency and quality. Olena also manages technical assistance support to the governments, which covers health financing, public health activities, mental health, hospital reform, eHealth and telemedicine among other important aspects of health system modernization.
