Olivier is a financial economist and global expert in climate finance, risk finance and insurance. His work has informed policy reforms and operations to improve the financial resilience of governments, businesses and households against climate shocks and disasters. He has pioneered and implemented innovative risk finance solutions and public private insurance partnerships, such as sovereign catastrophe risk insurance pools, sovereign contingent debt, and parametric insurance programs, in collaboration with governments, development partners and the private sector in more than 60 countries. Olivier also works on innovative climate finance solutions related to result-based finance, carbon markets, and carbon market risk management.
Olivier is currently the Global Manager of the Climate Finance Mobilization Unit in the World Bank’s Global Department for Climate Change. He leads a team of professionals and manages a $5 billion portfolio to (i) help developing countries access and leverage innovative, effective and inclusive climate and carbon finance solutions; (ii) scale up climate and carbon finance through result-based climate finance; and (iii) develop carbon markets.
Olivier holds a Ph.D. in Economics from Toulouse School of Economics and post-doctorates from Wharton Business School and University of California at Berkeley. He is (part-time) Visiting Fellow at the Oxford Martin School, University of Oxford, where he works on climate finance, systemic resilience and development.
