Pamela Dale is a consultant with the World Bank's Justice for the Poor Program and the East Asia-Pacific Social Protection unit. As part of the World Bank team in Timor-Leste, she has led research projects on governance, local development and sub-national implementation of cash transfers. She is currently a member of a project team supporting the government of Timor-Leste to develop a grievance handling system for community development programs. She is particularly interested in issues of local governance, conflict, and displacement.
