Papa Amadou Sarr took over as Executive Director of AFD’s Mobilization, Partnerships and Communication Department in September 2022. This department is responsible for defining, coordinating and implementing institutional partnership relations. It is also responsible for activities in communication and the mobilization of external financing and actors for the Sustainable Development Goals (SDGs).
Papa Amadou Sarr worked for the United Nations Development Programme (UNDP) in Dakar, at the OECD Development Centre in Paris from 2008 to 2013, and at the Bill and Melinda Gates Foundation in Seattle. In 2015, he joined the Office of the Minister of the Economy, Finance and Planning of Senegal, prior to being appointed Director General of the Financial Sector and Competitiveness in this ministry. He was subsequently Minister, General Delegate for Rapid Entrepreneurship of Women and Youth (DER), at the Office of the President of the Republic of Senegal from 2017 to 2022.
Papa Amadou Sarr holds a Masters Degree in Public Affairs from Sciences Po Paris, a Postgraduate Degree in Comparative Studies of Development from the École des Hautes Études en Sciences Sociales (EHESS) in Paris, a Masters Degree in Development Studies from the Sorbonne University in Paris, and a Certificate in Public Financial Management from the JFK School of Government at Harvard University.
