Paul is an independent consultant using data and research to advance public policies and innovations that address global challenges. He previously led FSD Kenya's research program on consumer insights and digital finance; supported the World Bank's research and operations in poverty, nutrition and social protection; developed a conceptual framework and data collection methodology to track the flow of international resources supporting global health at the Institute for Health Metrics and Evaluation (IHME); and conducted evaluations of education policy in California using mixed-methods approaches at the American Institutes for Research (AIR). Paul holds a Master's in Public Administration with a specialization in quantitative methods for the social sciences from Columbia's School of International and Public Affairs.
