Paul M. Bisca is a security and development adviser currently on a consulting assignment with the World Bank, where he focuses on security risk analysis for development projects and the governance of security institutions in fragile states. He is the co-author of "Securing Development: Public Finance and the Security Sector," a book examining defense and police expenditures in conflict-affected countries. His analysis has been published by the Brookings Institution, the Center for Strategic and International Studies, the European Union’s Institute for Security Studies, and National Defense University. Mr. Bisca has worked on development projects in the Democratic Republic of Congo, Indonesia, Mexico, El Salvador, Liberia, and Rwanda, as well as on the State and Peacebuilding Fund, the Word Bank’s financing instrument for innovations to counter fragility. He presently focuses on third-party monitoring of development operations in insecure locations. He holds an M.A. in strategic studies from the Johns Hopkins School of Advanced International Studies (SAIS) and a B.A. in international studies from Macalester College.
