Penny is a Senior Social Protection Specialist with the World Bank. She has been at the World Bank for fifteen years in a variety of roles, including as adviser at the Executive Board, Senior Country Officer and Senior Social Protection Specialist in the Social Protection global practice. She has led or been a key member of operational teams working on social protection operations in Kazakhstan, Croatia, Romania, Egypt and The Gambia, as well as providing operational advice to teams across the Africa region.
Prior to joining the World Bank, Penny worked at the Department for International Development, the United Kingdom’s aid agency, and also with NGOs, including in Southern Africa.
Penny holds a Masters Degree in International Relations and Development Economics from the American University in Washington DC, USA and a Bachelor’s from the University of Nottingham, UK.
