Director of Center for Economic Development Studies (CEDS), University of Economics and Business, Vietnam National University Hanoi. Dr Pham Vu Thang obtained PhD at the University of Norwich in 2007, then he worked for the Department of Planning and Finance of Vietnamese Ministry of Education and Training. He had contributed to key education reform documents namely The proposal of Vietnamese education finance reform in the period of 2009-2014 and Circular 09/2009/TT-BGDĐT on the information disclosure of educational system. A number of World Bank research he has contributed are (1) Identifying unit cost of training one Vietnamese student in higher education (Team leader, 2012),  (2) Determining the Requirements and Estimating the Costs of Facilities and Equipment for Primary Schools resulting from the Implementation of Full-Day Schooling (FDS) (Team leader, 2014), (3) Costs and Finance for Full Day School Road Map (Team member 2016),  (4) Chapter 6 - Education in  World Bank. 2017. He has also been a research member of  Graduate School of International Cooperation Studies (GSICS) Research Team at Kobe University lead by Professor Keiichi Ogawa.
