Lead Economist

Phil Levy is Lead Economist for the global trade practice at the World Bank Group. Prior to joining, he was Chief Economist at logistics start-up Flexport. Before that, he spent two decades researching and forming global trade policy. He was Senior Fellow on the Global Economy at Chicago Council on Global Affairs and Adjunct Professor of Strategy at Northwestern Kellogg. Earlier, Phil served twice at the White House on the President's Council of Economic Advisors staff, most recently as Senior Economist for Trade, and was a member of the Policy Planning Staff for Secretary of State Condoleezza Rice.

His academic work has appeared in publications such as the American Economic Review, and the Journal of International Economics. He is the author of Rebuilding a Bipartisan Consensus on Trade Policy. He has also taught global economic policy and international trade at Georgetown, Columbia, the University of Virginia, and Yale. Phil holds a Ph.D in Economics from Stanford University.
