Philippe is a Senior Private Sector Development Specialist in the Middle East & North Africa vice-presidency of the World Bank. He advises governments on structuring and implementing reform programs for modernizing business regulations, developing capital markets and implementing PPP transactions. Recently, he advised on investment climate reforms in Morocco, Libya and Lebanon, as well as on privatization programs in Kuwait and Egypt. He was previously a lawyer with PriceWaterhouseCoopers and worked with the French Development Agency. He also worked two years in India in the Economic Office of the French Embassy. He is a certified French Attorney and holds a LL.M. in Securities and Financial Regulations from Georgetown University.
