Philippe has 25 years of experience in water utilities reforms and financing, having worked on water infrastructure projects, technical assistance and policy advice to governments in more than 50 countries. He is currently based in the World Bank’s office in Sofia, Bulgaria, where he works on Reimbursable Advisory Services (RAS) projects and sector dialogue in EU countries. Within the Water Global Practice of the World Bank, he is also Thematic Focal Point (TFP) for Public-Private Partnerships (PPPs). He has been at the World Bank for 17 years, having worked previously for the Inter-American Development Bank, a private water operator and a private investment bank. He holds an MBA from INSEAD and a Master’s degree in agronomical sciences from AgroParisTech.
