Philippe has more than 15 years of work experience in infrastructure and public-private partnerships, having worked with private sector investors and concessionaires as well as with governments. Within PPIAF, he oversees the transport sector activities, which includes a multi-year program on urban mobility. He has led or participated in initiatives on climate adaption, resilience, and sustainability, among them the development of an aligned set of indicators for sustainable infrastructure. He developed Policy Guidelines for Managing Unsolicited Proposals in Infrastructure Projects. Previously, he worked as an investment officer within IFC for the governments of Colombia and Haiti. Philippe holds a Master of International Relations from Pantheon-Sorbonne and a Master of Science in Management from HEC, Paris.
