Phua Shi Hui is an Urban Specialist at the World Bank’s Urban, Resilience and Land Global Practice. Operating from the Singapore Infrastructure and Urban Development Hub, her portfolio in the East Asia and Pacific region focuses on Thailand and China. She also plays a key role in the World Bank's Global Program on Access to Land for Climate Action.
Prior to the World Bank, Shi Hui held positions at the Housing & Development Board, where she was responsible for the planning and development of public housing estates in Singapore. During her tenure at the Centre for Liveable Cities under the Ministry of National Development, she led partnerships with stakeholders in the real estate industry, as well as collaborations with private sector entities and academic institutions. Shi Hui's extensive publications cover topics such as master development projects, innovation districts, car-lite urban mobility, and community planning.
Shi Hui is a postgraduate of the National University of Singapore, holding a Master of Urban Planning and a Bachelor of Science in Real Estate.
