Pluvia Zúñiga, a French and Mexican national, is an Innovation Specialist and Economist specialized on public policies for innovation, science, and technology (S&T). Former Economist with the OECD (2006–08 and 2016–17), and competitiveness specialist and consultant with the World Bank and the IDB (2012-2015, and 2009–11), Pluvia has worked on operations, policy advice and analytical activities for Eastern Europe, Latin America, Southeast Asia, and several OECD countries. Her main areas of interest and expertise include productivity growth, firm innovation and the drivers of technological change as well as the role of public research institutions in the building of national innovation competences. Pluvia obtained her PhD from University of Paris I Pantheon Sorbonne and was a post-doc researcher with the Catholic University of Leuven. She is currently a researcher at the United Nations University, Maastricht Economic and Social Research Institute on Innovation and Technology (UNU-MERIT) and consultant to several international organizations.
