Ramon Munoz-Raskin is Program Leader for Infrastructure and Sustainable Development for the Western Balkans Region with the World Bank, currently based in Vienna. Ramon has more than 20 years of operational and policy experience in infrastructure and sustainable development, with an initial career trajectory on transport systems and their nexus with inclusion and the environment. At the World Bank, he has worked with subnational and national governments’ agendas in Latin America, Africa, Europe, and Central Asia. Ramon currently contributes to infrastructure and sustainable development business development and sector dialogues consistent with the Western Balkans green transitions agenda and other corporate priorities. He also provides specialized expertise on urban mobility, rail and roads, and supports global agendas such as climate change and gender.
Ramon also held positions with institutions including the Inter-American Development Bank, the U.S. Department of Transportation – both with Federal Railroad Administration (FRA) and Federal Transit Administration, European Commission, academia (Universidad Politecnica de Madrid), the private sector (construction and consulting), and the World Resources Institute. At the FRA, Ramon was a Regional Manager for the High Speed and Intercity Passenger Rail program under President Obama Administration.
Ramon holds an M.Sc. in Urban Planning from Columbia University, New York City, and a Civil Engineering degree from Universidad Politecnica de Madrid. He has published numerous peer-reviewed journal publications on topics including transport planning, policy and economics and is a co-author of the World Bank Urban Rail Development Handbook (2019). He was a member of the Transportation Research Board’s Committee for Transportation in the Developing Countries for 12 years and is a founder of the Lee Schipper Memorial Scholarship for Sustainable Transport and Energy Efficiency.
