Raphael Shepard specializes on Open Government and Citizen Engagement as part of the Public Integrity and Openness Department in the World Bank's Governance Global Practice. In his role at the World Bank, Raphael has designed and implemented strategies in support of the transparency, accountability, citizen participation, open data, open government, and open development agendas. This has led him to work on programs focused around corporate social responsibility, social accountability, the use of ICTs and open data for improved governance, open aid, knowledge exchange, rapid results coaching, and collaborative governance. Before joining the World Bank Group, Raphael worked in the French Consulate in Mexico. He holds two bachelor’s degrees in International Relations and Spanish from Michigan State University.
