Raúl Alfaro-Pelico has more than 20 years of professional experience in sustainability, climate change and energy, transport & infrastructure. Raúl joined the World Bank in 2015 as Manager at the Environment & Natural Resources global practice, where he oversaw +35 staff with a US$2billion program in the Latin America & the Caribbean region. Later on he managed the Pilot Program for Climate Resilience (PPCR) Trust Fund, under the Climate Investment Funds (CIF), after spearheading investments and advisory services in blue and green growth, innovative financing and policies, pollution management & environmental health and environmental & social standards. Raul provided strategic program & policy oversight; quality advisory services; and knowledge management to PPCR teams, countries and the CIF Secretariat. Also as Lead Climate Change Specialist he supported several World Bank efforts to mainstream climate change at global, regional and national levels, in partnership with IFC.
Prior to joining the World Bank, Raúl worked in the Global Environment Facility (GEF) team at the United Nations Development Programme. As Regional Technical Advisor for Energy, Infrastructure & Transport, and oversaw climate change program funded by the GEF and other funds in Africa, Latin America and the Caribbean. Before that he worked on sustainable development matters in the energy and infrastructure private sector (Noble Energy, ExxonMobil, Glencore, Noble), economic research (Economist Intelligence Unit), and academia (Drexel and Arcadia University).
Having graduated in Business Administration at Universidad Carlos III de Madrid (Spain) & London Metropolitan University (United Kingdom), Raul holds a Master (MSc) in Economics from the University of London’s School of Oriental and African Studies (SOAS), and is an Engineering Ph.D. Researcher at the University of Lancaster (UK). He is bilingual in English and Spanish, and speaks French and Portuguese.
