An graduate of the University of Chile, he holds a diploma in Executive Skills Development from the same institution, in addition to a Master of Arts and Ph.D. in Economics from the University of California. Initially, he worked as an economist in the Department of Studies at the National Institute of Statistics and as an economic advisor to the Ministry of Finance. In that ministry, he worked specifically in the area of international trade, where he was part of the negotiation teams for free trade agreements with the United States and Canada.
He subsequently held various positions and duties at the Central Bank of Chile, where he served as Manager of Foreign Trade and Commercial Policy (1995-2000), Manager of Information and Statistical Research (2000-2008), and Manager of the Statistics Division (2008-2015). He also served as Chile's representative on the board of directors of the International Monetary Fund.
