In his sixteen years at the World Bank, Richard Zechter has been involved in carbon fund management, oversight of the Bank’s engagement in global partnerships, and programs to monitor and strengthen financial systems.
He is currently the Coordinator of the Carbon Partnership Facility in the Climate and Carbon Finance Unit. He also manages the Community Development Carbon Fund, the Carbon Fund for Europe, and the Carbon Capture and Storage Trust Fund.
While in the Concessional Finance and Partnerships Vice Presidency, he was the primary author of a Development Committee paper on a framework for the Bank’s role in the provision of global public goods, managed the Development Grant Facility and was a member of the Bank team that worked with donors and developing countries to create the Climate Investment Funds.
In the Financial Sector Vice Presidency, he was part of the IMF/World Bank team that established the Financial Sector Assessment Program (FSAP) and he led the formation of the Financial Sector Reform and Strengthening Initiative (FIRST).
Richard began his career with the U.S. Treasury Department, where he worked on emerging market financial systems, financial market supervision and development finance. He has an M.A. in International Relations and is a CFA charterholder.
