Rolfe Eberhard is an independent professional with over 25 years of experience advising governments and development agencies on water policy, institutional reform, regulation, utility management, performance benchmarking and pricing. Rolfe has a PhD in Economics from the University of London and degrees in Engineering and Philosophy.
Rolfe has work experience in 18 countries Africa, Latin America and Europe. He advised the Minister of Water in South Africa as a member of the National Water Advisory Committee. He has convened leadership programs for African water utility CEOs. He is on the international steering committee of AquaRating, a joint initiative of IWA and the Inter-American Development Bank initiative to establish the international standard for water and sanitation utilities. He is a member of the United Nations Economic Commission for Europe project team to develop an international standard for private sector involvement in the water sector.
