Roopa Nair

With expertise in sustainable infrastructure and growing experience in sustainable finance, Roopa is currently contributing to the World Bank’s Hybrid PPP Initiative. Prior to her work at the Bank, she led large-scale bilateral initiatives for ministries in the Government of India, focusing on climate-smart buildings, energy efficiency, and affordable housing. In her role as a project manager and key technical expert, she drove nationwide programs on climate change mitigation, resilience, and sustainability in the built environment.

Roopa also serves as the Project Manager for the UNECE–WAPPP Small-Scale PPP Program, managing multidisciplinary global efforts to enhance strategies for achieving Sustainable Development Goals. Her expertise spans smart cities, net-zero energy buildings, sustainable urban strategies, Energy Service Companies (ESCO) business models, and advancing energy transitions through green finance.

She has authored key publications on energy-efficient infrastructure, small-scale PPPs, and green finance. Roopa holds a Master of Science in Sustainable and Green Finance from the National University of Singapore and a bachelor’s in Architecture from Calicut University.
