Prof. Roy Kelly, PhD
Roy Kelly is Professor of the Practice (Public Policy), at Sanford School of Public Policy, Duke University and the Director of the Program on Fiscal Decentralization and Local Government Financial Management. Previously, he spent 19 years with Harvard University at the Harvard Institute for International Development, The Harvard Kennedy School and the Harvard Law School International Tax Program. Dr. Kelly works and teaches on local government finance, tax analysis and project evaluation. He has over 40 years of experience in teaching, designing and implementing public sector management reforms in Asia, Africa, Latin America and Eastern Europe. He served for over 17 years as a resident advisor on fiscal decentralization and local government finance and revenue mobilization in Indonesia, Kenya, Cambodia and Tanzania and has worked short term in over 30 countries. Dr. Kelly received his MCRP and PhD in Urban Planning from Harvard University.
