Ruxandra Burdescu is a Lead Governance Specialist with the Governance Practice, based in Kinshasa, DRC, working across the World Bank’s $14 billion portfolio. She has over two decades of experience in state-owned enterprise and public financial management, and climate change reforms. As Country Representative in Uruguay, she managed the quality, risks, and results of the $1 billion portfolio.
Prior to joining the World Bank, Burdescu worked in the legal field and taught at the School of Business and Economics and Law School at the University of Craiova in Romania, where she graduated with a JD and PhD in Contracts Law, in addition to holding an LLM from the American University. She has published books and articles on topics like public utilities and climate resilience.
