Sheila Farrell is a port consultant specializing in port economics and finance. In a career spanning more than 50 years she has undertaken port studies in more than 75 countries. These have been concerned mainly with port planning, investment appraisal, port reform and privatisation, and financial restructuring.

From 1970-78 she worked in port engineering, and from 1978-92 was a ports & shipping specialist at one of the Big Four accounting firms. Since 1992 she has had her own company Sheila Farrell Associates Ltd, working continuously for port authorities, governments, and most of the large international lending agencies.

Sheila has also had a parallel academic career, with research fellowships at the University of Wales Institute of Science and Technology (UWIST) and Imperial College London, where she has also been a Visiting Professor.  She has written two books and numerous articles on the financing of transport infrastructure, and has been a member of several advisory committees set up by the UK Government and other professional bodies.
