Sally M. Torbert is a public sector and governance specialist with expertise in local governance, decentralization, service delivery and capacity building. She has experience with governance assessments, public expenditure analysis, aid effectiveness, and social accountability. She has helped promote municipal and local governance reforms in Timor-Leste, Nepal, Afghanistan and Mozambique, and formerly served as an adviser with DAI, UNCDF and UNDP. She has a BA from Princeton University and a MALD from the Fletcher School of Law and Diplomacy.
