Sam manages CEGA’s Data Science for Development portfolio and Technology for Development portfolio, which includes the Development Impact Lab (DIL). He has worked to support high-quality and policy-relevant research around the world since 2015 and joined CEGA in 2019. Previously, he worked with the World Bank’s Strategic Impact Evaluation Fund (SIEF), leading their cost-analysis work and supporting a portfolio of research on the impacts of education, health, water and sanitation, and early childhood development interventions in low and middle-income countries. Prior to his work at the World Bank, he worked with Innovations for Poverty Action (IPA) as a research coordinator on a large cash transfers randomized control trial in Western Kenya. He holds an M.A. in International Relations and International Economics at Johns Hopkins School for Advanced International Studies (SAIS) and a B.A. in History from the University of Chicago.
