Sam is an experienced Infrastructure Finance Specialist and PPIAF’s Regional Program Coordinator for East and Southern Africa. With over a decade of expertise in managing investor and advisory projects, he has played a pivotal role in public-private partnership (PPP) project origination and contributing to knowledge and communications across the region. His background includes project management, financial analysis, and market research in private and development sectors. Sam’s expertise spans the full PPP project lifecycle, from conceptualization to execution, with a proven track record in infrastructure financing programs that integrate climate mitigation, adaptation, and gender inclusivity. He has worked on diverse projects across Africa and South and East Asia and is fluent in English and French.
Before joining PPIAF, Sam led the Water and Sanitation Program's Domestic Private Sector Participation (DPSP) global initiative, supporting private sector investment in 16 countries across Africa and Asia. He excels in leading cross-functional teams and collaborating with governments and industry experts to foster private sector participation. A Kenyan national, Sam holds a bachelor’s degree in Economics and an MBA in Strategic Management and Finance from the University of Nairobi, Kenya.
