Sebastian Molineus

Director of Strategy and Operations, Infrastructure, World Bank

Sebastian works to implement global strategic priorities, including mobilizing private capital, climate-smart infrastructure, and clean transport; overseeing the day-to-day operations of the Infrastructure Practice Group; contributing to corporate priorities; and promoting regional and global partnerships. Sebastian also currently serves as the Acting Director for the Infrastructure Finance, PPPs & Guarantees Global Practice (IPG).

Previously, Sebastian was the World Bank Regional Director for the South Caucasus, where he developed the World Bank’s country strategies, managed the portfolio of lending, advisory, and convening services, coordinated with development partners, and engaged with other key stakeholders on economic growth and poverty reduction in the region.

Sebastian began his career with the World Bank Group in 2002, when he joined IFC to work on corporate governance reform programs in Russia and across the Middle East & North Africa region, based in Moscow and then Cairo. In 2008, he joined the World Bank in Washington, D.C., as a Senior Operations Officer responsible for financial and private sector development and then became a Practice Manager for the Capital Markets Global Practice in 2012. He was then appointed Director of the Finance & Markets Global Practice in 2014 and in 2018 became the Director for the Finance, Competitiveness & Innovation Global Practice.

Before joining the World Bank Group, Sebastian worked at the Organization for Economic Co-operation and Development (OECD) in the Financial and Enterprise Affairs Division. He holds an MBA from the HEC School of Management in France and a master’s from the University of Passau’s School of Law in Germany.
