World Bank Energy Specialist

Sharmila Bellur is an Energy Specialist focused on energy access in developing economies. She combines program design, policy reform, and portfolio analytics with an emphasis on operationally feasible, financially sustainable, and data-driven solutions. As part of the Mission 300 implementation unit, she leads the data and analytics that underpin Mission 300’s delivery. She also advances project preparation and implementation across regional operations in West and Central Africa. Previously at ESMAP, she led flagship knowledge work and advanced the global discourse on energy access.

Before joining the World Bank, Sharmila practiced law advising power utilities in India. She has also consulted for the African Energy Commission, the Center for Strategic and International Studies, Natural Resources Governance Institute, and Resources for the Future. She holds a Master of Public Policy from the University of California, Berkeley, a Professional Program credential from the Institute of Company Secretaries of India, and an LL.B. from University Law College, Bangalore.
