Sheila O’Dougherty is a health policy, systems, financing and management expert and project director with 25 years of experience in international development. Specific areas of expertise include health financing, provider payment, health system strengthening, public finance management (PFM), institutional development, converting vision to concrete step-by-step implementation strategies and plans, and program and project management. Resident in Central Asia for 17 years (Kazakhstan, Kyrgyzstan Tajikistan, Turkmenistan and Uzbekistan), Ms. O’Dougherty was Chief of Party of four USAID-funded health systems strengthening projects including the three “Zdrav” projects. She’s currently working on the USAID/Abt Associates Public Sector Systems Strengthening Project in Tanzania.
