Stela Leuca works with the World Bank’s Digital Development Global Practice to help countries bridge the digital divide by promoting broadband access, digital economy, and digital government. She is interested in how internet use leads to growth, how data enhances decision-making, and how these determine innovation. Prior to joining the World Bank, Stela has worked for ten years with the United States Agency for International Development along with its partners on political development and citizen participation in Moldova and around the world. Stela Leuca is a Fulbright Scholar and holds a Masters in Public Administration from the Maxwell School of Syracuse University, a Masters in Political Analysis, and a Bachelor’s in Economics. In her spare time, she supports young women’s development by being a volunteer mentor.
