Stela Mocan is the Digital Government Practice Manager with the World Bank Group’s Digital Vice Presidency.
A Moldovan national, she previously led the Technology and Innovation Office in the CIO Vice Presidency, which served as an internal experimentation sandbox, knowledge, and advisory hub on emerging technologies. Since joining the World Bank in 2015, she has held several other leadership roles in the Information and Technology Solutions (ITS) Vice Presidency.
Before joining the World Bank Group, Stela served as Moldova’s first Government Chief Information Officer, leading the country’s digital transformation efforts. She was also a Mason and Kokkalis Fellow at the Harvard Kennedy School.
