Stephan Garnier is an Infrastructure Program Leader and Lead Energy Specialist with the Europe and Central Asia team, based in Ankara. He brings more than 20 years of experience in World Bank operations, particularly in the energy sector, where he has built a reputation for leading sensitive policy dialogue and building consensus among diverse stakeholders, including in fragile and conflict-affected settings.
Throughout his career, Stephan has demonstrated excellence in designing, appraising, and supervising complex energy projects across the entire value chain, including generation (hydropower, geothermal, solar and wind), transmission, distribution, utility management, sector reforms, and innovative rural electrification schemes. His expertise spans a broad range of the Bank’s financial tools, having led operations that include guarantees, investment lending, and development policy financing aimed at structural energy sector reforms.
Stephan’s extensive experience also includes joint operations with IFC and MIGA, where he has applied his deep understanding of their operational frameworks and risk appetites. He has served in multiple field-based roles, with assignments in Senegal, Cameroon, and Indonesia, where he worked closely with country teams and clients to advance energy solutions.
Prior to joining the World Bank, Stephan gained valuable technical and managerial experience as a Power Engineer at EDF, working in electrical distribution planning for the French electricity and gas utilities. He also brings expertise in rural electrification and least-cost planning, with international missions in South America and Africa.
