Stuart Russell is an Economist in the Western and Central Africa unit of the Governance Global Practice, World Bank. He currently works on public financial management, public procurement, and fiscal decentralization in Ghana and Sierra Leone. He previously worked at the Governance Department's Public Institutions, Data, and Analytics unit. He speaks French and has worked on governance issues across sub-Saharan Africa. Stuart holds a Ph.D. in Political Science from the Massachusetts Institute of Technology (MIT) and a B.A. in Economics and Political Science from Swarthmore College.
