Senior Economist, World Bank

Thomas Poulsen is a Senior Economist at the World Bank and Global Lead for the Education Finance Thematic Group, leading the work on global education finance and reform in the Education Global Unit. He also supports initiatives on global strategic partnerships. Prior to joining the World Bank, Thomas worked for the Norwegian Agency for Development Cooperation (NORAD), several international consultancy and investment firms, and university research groups. Thomas has worked extensively in conflict and post-conflict contexts, across both the public and private sectors, and has served on several corporate boards in for-profits, non-profits, and global social enterprises. He is currently a part-time PhD candidate at University College London (UCL), focusing his research on Public Financial Management systems in education, in addition to efficiency in education service delivery and spending.
