Thomas Bowen is a social protection specialist in the Social Protection and Jobs Global Practice. He has worked extensively on issues related to adaptive social protection (ASP), focusing on the design and implementation of safety net programs as a means for building household resilience to shocks and climate change. Thomas has supported the design and implementation of ASP programs in the East Asia Pacific and West Africa regions including through the Sahel Adaptive Social Protection Program and in response to COVID-19 in Sierra Leone. He has also authored several publications on ASP including the World Bank’s flagship publication, “Adaptive Social Protection: Building Resilience to Shocks”. He holds an MA in economics and international relations from the School of Advanced International Studies at The Johns Hopkins University in Washington, DC
