Tia Elise Raappana is a Senior Public Sector Specialist in the PEFA Secretariat, housed in the World Bank in Washington, D.C. Public Expenditure and Financial Accountability (PEFA) is considered as a gold standard PFM assessment, used in over 150 countries. Tia works on PEFA’s future outlook, leads on the PEFA gender module and co-leads its research.
Tia, a Finnish national, has two decades of strategic, management and operational experience on public sector and economic governance, anti-corruption and PFM – working and thinking politically is particularly close to her heart. She has worked in Afghanistan, Nigeria, Sierra Leone, the UK, the US and South Africa.
Tia’s latest position prior to joining the Secretariat in early 2020 was working in the UK’s Department for International Development (now FCDO) on DFID’s strategic governance approach to address global development challenges. Tia has led varied FCDO governance portfolios, and developed global partnerships including through UK’s Anti-Corruption Summit. She has also worked with several international financial institutions such as the European Bank for Reconstruction and Development and the Asian Development Bank; and as a senior adviser to two Afghan Finance Ministers. Tia started her career in HM Treasury in the UK. Tia holds a Masters in the Politics of the World Economy from London School of Economics and a Bachelor’s degree in International Relations with German from University of Sussex.
