Dr. Vaiva Mačiulė is a digital policy, regulatory, and market consultant with nearly 20 years of experience in the field. She has extensive experience collaborating with international organizations such as the International Telecommunication Union and the World Bank. Her professional journey includes diverse roles within the Lithuanian ICT regulator, Lithuania's leading electricity utility, and the ITU. Her expertise encompasses digital strategies and policies, universal access and broadband strategies, telecom/ICT regulation, and cross-sectoral infrastructure-sharing practices, among others. Dr. Mačiulė is also passionate about education, having conducted several in-person and online training sessions on digital transformation strategies, universal connectivity policies, and related areas. Additionally, she has authored numerous articles and publications covering various digital policy-related topics. Dr. Mačiulė holds a PhD in management and economics and an MS in macroeconomics, and is fluent in Lithuanian, Russian, English, and conversant in French.
